Table IV shows that 56% 461) of the 824 referrals made during this
three year period were males and 44% 363) were females. Most of th re-
ferrals were made while the people were of school age: 39% 324) were
referred at age 17; 85% (702) referrals occurred between the .ages of 15
and 18 inclusive. Most of the referrals were made by public schools: 71%
($84) over the three year period, 78% (33) in 1966-67, 70% (167] in 1967-68
and 40% (40) in 1968-69. These figures are somewhat deceiving since in-
formation on referrals made prior to 1966-67 fiscal year was not available.
A high percentage of the 413 referred prior to July I, 1966 were probably
school referrals. The same would be true for the I01 coded $3- in 1966-67
for whom no referral information is available. Taking this into considera-
tion, the overall percentage of school referrals made prior to June 30, 1969
(the end of the 1968-69 fiscal year) would probably be closer to 80% than 70%.
This would also tend to raise the overall percentage of referrals in the
15 to 18 age range. Age at referral and referral source both indicate
that academic programming for the EMR includes cooperative arrangements
.between local schools and the Division of Vocational Rehabilitation.
However, this cooperative arrangement does not necessarily mean the exis-
tence in all cases of formal occupational adjustment programs for which
written .areements are signed by the schools and DVR. A comparison of
Appendices B and C will show a wide discrepancy between the number of
school districts
