Data obtained from enrollment forms on file at the Division for Han-
dicapped Children revealed .that there were 2638 students between the ages
of 15 (on or before 9/1/65) and 20 inclusive enrolled in EMR classes in
Wisconsin public schools during the 1965-66 school year (Table I).
Of this number approximately 1338 were referred for VR services prior
to June 30, 1969, the end of the 1968-69 fiscal year. This includes 45
individuals who had been closed once but returned for services at a later
date (Table IX). The total number referred (1338) was obtained by taking
the number of active cases at the beginning of the 1966-67 fiscal year
(413) and adding the number of referrals in 1966-67 (485), 1967-68 (238),
and 1968-69 (i01), the results being 1237, I01 fewer than the 1338 stated
above (Table VIII). These I01 cases, represent the differences between the
number of active cases at the end of the 1966-67 fiscal year (675) and the
number of active cases at the beginning of the 1967-68 fiscal year (776).
These figures should be the same or very nearly the same, allowing for some
error. The discrepancy is probably due to a computer Programming problem
in which no 53-'s (for explanation see page 68) were recorded in 1966-67.
The subsequent two years listed numerous 53-'s and all three years listed
53X's. These two codes (S3X and 53-) were used interchangeably at time of
referral to indicate that mental retardation is the probable major disabi-
lity but the exact level of retardation was not known at the time of
