Chapter V SUMMARY AND RECONDATIONS The purpose of this study is to examine the Division of Vocational Rehabilitation's involvement with a population of educable mentally retarded adolescents who were in special education classes in Wisconsin during the 1965-66 school year. A review of the literature indicated that considerable support is given to the special education curriculum which includes both academic and vocational training. For certain individuals the integration of vocational rehabilitation services is critical to their personal-social- economic adjustment. In Wisconsin this cooperative effort can be conducted formally under the guidelines of an .agreement signed by the public school system and the Division of Vocational Rehabilitation. This .agreement, en- titled the Occupational Adjustment Program for the Mentally Retarded, specifies the overall objectives of the Program and the responsibilities of the parties involved. However, within the state there are a number of school-work Programs receiving DVR assistance for el.igible students yet doing so without signing a formal .agreement. It is the intention of this study to examine DVR's involvement with public schools, with or without formal .agreements, to determine the extent to which vocational rehabilitation services are made available to the educable mentally retarded enrolled in special education Programs. Information on referrals to DVR and outcome of services provided was gathered on those EMR's between the .ages of 15 and 21 who were in special education classes during the 1965-66 school year and referred to DVR
sometime prior to June 30, 1969, the end of the 1968-69 fiscal year. During this period DVR received approximately 49% (1295) of the 2638 EMR students listed on the 1965-66 enrollment forms on file at the Department of Public Instruction. A study of the 1966-67, 1967-68 and 1968-69 fiscal years shows that the majority of the referrals (71%) were made by public schools and at an .age when the individuals were still likely to be in school. In Chapter IV, page 47, it was pointed out that if the 413 people referred prior to the 1966-67 fiscal year and the i01 people coded 53- in 1966-67 were included, the percentage of public school referrals would probably be closer to 80%. An area of concern and one for further investigation is the 1343 students (51% of the 2638 EMR's listed) who were never referred to DVR during the period studied. Does this reflect a need for more cooperative between the schools and DVR or does this number approximate Programming number of EMR students who need no assistance from DVR? If a need the exists, are schools .ignorant of the services available through DVR or do they choose not to participate for one reason or another? A district comparison of referrals received showed that referrals are more of a problem in some districts than in others. Four districts each served approximately S0% to 60% of the EMRs reported by schools lo- cated within their respective areas.. In two districts the percentage served was considerably less; 38% and 2?% respectively. What factors account for the comparativelF low percent.age of EMR's served inthese two districts? During the three year period, 45 people, who had been served pre- viously and closed, returned forservices at a later date; this represents approximately three per cent of-the total number referred.
