DESCRIPTION OF THE PRESENT STUDY
This study was des.igned to provide descriptive information about a
population of EMR students enrolled in high school special education classes
throughout Wisconsin during the 1965-66 school year and referred to the
Division of Vocational Rehabilitation prior to June 30, 1969, the end of
the 1968-69 fiscal year.
The first step in identifying the population was to obtain from indi-
vidual school enrollment forms on file at the Division for Handicapped
Children the names of all EMR students between the .ages of IS (on or before
9/I/65) and 20 inclusive who were enrolled in DHC certified special educa-
tion classes throughout Wisconsin during the 1965-66 school year. This .age
group was selected because it comprised those students eligible for refer-
ral to DVR during the period studied, thus giving some indication as to
the amount of cooperation between the schools and DVR. The assembled list
of names included individual birthdates, IQ scores, names and locations of
s choo Is attended.
The second step was to obtain from the Division of Vocational Rehabi-
litation the names of all retardates who were active cases during the
1965-66 fiscal year and for each of the three succeeding fiscal years.
More specifically, computer printouts listing a.lphabetically, names and
client numbers of the following were requested: i) all MR's between the
.ages of 15 and 21 during the 1965-66 fiscal year (July I, 1965 to June
30, 1966); 2) all MR's between the .ages of 15 and 22 duri.ng the 1966-67
