The Paris Convention with additional protocols is implemented in Chapter III of the Act<br />

Energy Activities.<br />

Control of the peaceful utilisation of nuclear energy<br />

<strong>Norway</strong> has entered an agreement on international safeguards:<br />

The Agreement between <strong>Norway</strong> and the Agency <strong>for</strong> the Application of Safeguards in<br />

connection with the Treaty on the Non-Proliferation of Nuclear Weapons (1 March 1972), and<br />

Protocol additional to the Agreement between the Kingdom of <strong>Norway</strong> and the International<br />

Atomic Energy Agency <strong>for</strong> the Application of Safeguards in connection with the Treaty on the<br />

Non-Proliferation of Nuclear Weapons (29 September 1999).<br />

Section 51. (Control of the peaceful utilisation of nuclear energy) from the Act of Nuclear Energy<br />

Power Activities<br />

“The Crown may issue any provisions necessary to ensure and ascertain by supervision that<br />

nuclear installations, nuclear fuel, radioactive products and other materials used <strong>for</strong> providing<br />

nuclear energy that fall under the scope of international safety supervision pursuant to an<br />

agreement to which <strong>Norway</strong> has acceded, are only used <strong>for</strong> peaceful and non-explosive purposes.<br />

Norwegian inspectors shall, <strong>for</strong> the purposes of supervision, have right of access to nuclear<br />

installations and to other places where the a<strong>for</strong>ementioned materials and equipment are located or<br />

assumed located. The inspectors are entitled to obtain such in<strong>for</strong>mation as is deemed necessary in<br />

order to ascertain whether such installations, materials and equipment are to be used <strong>for</strong> peaceful<br />

and non-explosive purposes. To the extent that an agreement on international safety supervision<br />

exists to which <strong>Norway</strong> has acceded, <strong>for</strong>eign inspectors shall also have the right of access to<br />

in<strong>for</strong>mation and, accompanied by Norwegian inspectors or other authorised persons, nuclear<br />

installations, etc., in accordance with point two.”<br />

Export<br />

of thorium<br />

Export of thorium is regulated by Regulations on Possession,<br />

Transfer and Transportation of<br />

Nuclear<br />

Material and Dual-use Equipment, sections 11 and 12. The main rule is that export of<br />

thorium<br />

requires an authorization and in the case such authorization is given, the export is subject<br />

to notification to NRPA<br />

and the Ministry of Foreign Affairs.<br />

Import of thorium<br />

Import of thorium is regulated by Regulations on Possession, Transfer<br />

and Transportation of<br />

Nuclear<br />

Material and Dual-use Equipment, Chapter II (section 3). Here the main rule is that import<br />

of<br />

thorium requires an authorization.<br />
