The magnitude of what we call “the pure effect of time” for want of a more precise<br />

term is strik<strong>in</strong>g. This effect is a comb<strong>in</strong>ation of technological and <strong>in</strong>stitutional changes, and<br />

its magnitude reflects the relative contribution of this set of factors to VMT growth <strong>in</strong> the<br />

recent past. Even though we have dampened the strength of this effect from what it would<br />

have been with a l<strong>in</strong>ear extrapolation, its contribution is still large. One implication of this<br />

result is that if one f<strong>in</strong>ds our VMT projections unbelievably high, it is possible to lower them<br />

without alter<strong>in</strong>g the effects of either <strong>in</strong>come growth or changes <strong>in</strong> elderly labor force<br />

participation, although such changes would imply particular beliefs about the progress and<br />

consequences of future technological and <strong>in</strong>stitutional change.<br />
