(c) Valve Box, enclosing all the bottom delivery valves, is mandatory<br />

(d) VTS (Vehicle Tracking System):<br />

HPCL is shall be installing Vehicle Tracking System (VTS) for their company owned and<br />

contracted petroleum tank trucks which facilitates monitoring / tracking of tank truck movement<br />

from the loading depot / terminal to the retail outlet / customers and back on real time basis on predefined<br />

Geo fenced routes.<br />

The system basically consists of Vehicle Mounted Unit (VMU), GPS Antenna, GSM Modem,<br />

Microprocessor, Back up internal battery and GSM cellular network installed in driver cabin.<br />

Further antennae are to be connected to VMU box thru concealed wires & powered from TT<br />

battery or to ignition switch with lugs & concealed wiring.. The system shall generate exception<br />

reports for route deviation and unauthorized stoppage. These exception reports are sent to the<br />

location incharges on a daily basis by e-mail. Various other reports are also available from the<br />

system.<br />

The cost of the VTS includes supply & installation of the VMU, service provider charges, web<br />

access charges, daily maintenance charges, etc. However the actual rate would be finalized in the<br />

public <strong>tender</strong> for VTS which is under finalization.<br />

The total cost arrived at, basis the above VTS <strong>tender</strong>, would be recovered from the monthly PCB<br />

payments of the transporters, spread over a period of 5 years (60 months). The monthly recovery<br />

shall be Rs.750 /- per TT per month. While it shall be the endeavour of the corporation to finalise<br />

the VTS <strong>tender</strong> at the earliest, this monthly recovery would commence right from the first month of<br />

the contract, irrespective of when the VTS is actually installed, which aspect may be duly taken<br />

into account by the <strong>tender</strong>er while quoting. The monthly recovery shall <strong>no</strong>t vary <strong>no</strong>r be dependent<br />

on the actual cost of VTS once finalised.<br />

Transporters shall be responsible for accidental loss, theft, damage, etc of the VTS devices and in<br />

such eventuality the cost of the total VTS sevices shall be recovered suitably.<br />

Transporters shall ensure that the VTS devices are <strong>no</strong>t tampered with and are in working condition<br />

at all times. It may be <strong>no</strong>ted that TTs shall <strong>no</strong>t be taken inside f loading at our locations if the VTS<br />

devices are <strong>no</strong>t in working condition.<br />

If the devices are found to be tampered by the transporter crew, necessary action shall be taken<br />

as per TDG.<br />

At all times, all the VTS devices shall remain the property of the VTS vendor and <strong>no</strong> right, lien or<br />

encumbrance shall accrue to the benefit of Transporter, from the VTS vendor making available the<br />

devices to the Transporter or on HPCL making payment of the monthly instalments on behalf of<br />

the Transporter. After all the monthly instalments are paid to the VTS vendor, the ownership of the<br />

devices will be transferred to the respective transporters.<br />

The transporters’ responsibility as far as VTS is concerned is clearly spelt out in TDG Chapter 6.<br />

Penalties for irregularities / malpractices are spelt out in Chapter 8 of the TDG.<br />

Scope of the inspection includes the following:<br />

a) Check and ensure that the Vehicle Mounted Unit (VMU), GPS Antenna, GSM Modem,<br />

Microprocessor, Back up internal battery and GSM cellular network installed in driver<br />

cabin are intact.<br />

b) The cables connecting the various units are intact and there are <strong>no</strong> loose connections..<br />
