IFC, World Bank Group). The programme operates in <strong>Albania</strong>, Bosnia and<br />

Hercegovina, the FYR Macedonia, Serbia and Montenegro and was formally<br />

launched in July 2005 and has been established for an initial period of five<br />

years. PEP-SE's private sector development programmes are co-financed by<br />

following countries: Austria, Canada, IFC, <strong>Net</strong>herlands, Norway, Slovenia, and<br />

1.4 Financing<br />

There are a number of international donor initiatives: CARDS, European Bank for<br />

Reconstruction and Development, USAID, World Bank. Significant financial support<br />

is also coming from Government of the <strong>Net</strong>herlands (Ministry of foreign Affairs of the<br />

<strong>Net</strong>herlands), Austria, Canada, and Slovenia, Deutsche Gesellschaft für Technische<br />

Zusammenarbeit (GTZ), BAS Programme, TEMPUS Programme, SINTEF<br />

Macedonia (Norway), and Foundation - Open Society Macedonia donation, etc.<br />

The Ministry of Economy (MoE) is responsible for the preparation of the national<br />

policy for the development of entrepreneurship and small and medium-sized<br />

enterprises. Priorities of the Ministry to be fulfilled:<br />

• Development of the institutions to support entrepreneurship and<br />

competitiveness;<br />

• Optimisation of the business environment to encourage start-up businesses;<br />

• Promotion of entrepreneurship and delivery of support to entrepreneurs; and<br />

• Maximisation of SMEs’ access to financial support.<br />
