The <strong>Net</strong>herlands Ministry of Foreign Affairs is the donor of this 4-year project<br />
(SPARK is the recipient), and it is expected, that the BSC Bar will be fully<br />
independent, locally owned organization (a limit liability company or NGO) after 4<br />
years of existence (in 2010). Local partners contribute ‘in kind’ to the BSC Bar by<br />
offering office space, incubator space, training space and promotional/PR services<br />
(total value of in kind support is 50% of the total 4-year project budget (Bar<br />
Municipality is the main partner and contributor).<br />
Industry/Sector (technology area): It is mainly focusing on reducing poverty levels<br />
by creating small and medium enterprises. However it is not technology specific –<br />
SMEs can be formed in various industries depending on local characteristics of<br />
Economy in Bar and Montenegro.<br />
International activities: BSC Bar is part of a big regional network of Business Startup<br />
Centres and Incubators in South Eastern Europe (the Southeast European<br />
<strong>Net</strong>work of Business Start-up Centers and Incubators (SENSI).<br />

Business Incubator Podgorica<br />
As indicated in the presentation of A. Porter (March 2007), the Municipality of<br />
Podgorica is the major sponsor of newly created business incubator, which was<br />
scheduled to launch on April 24, 2007 jointly with incubator in Bar. The business<br />
incubator will play an important role in the process of founding companies,<br />
intensifying the transfer of know-how and creating highly qualified personnel.<br />
Partners of the Directorate for Development of Small and Medium-sized Enterprises<br />
(SMEDA) in the project are: University and Municipality of Podgorica, with the<br />
assistance of the European Agency for Reconstruction, European Bank for<br />
Reconstruction and Development and TAM/BAS.<br />
Entrepreneurs with feasible projects joining the incubator will be offered specialized<br />
menu of support resources and services, e.g.:<br />
• physical space;<br />
• management coaching;<br />
• support in creating an effective business plan;<br />
• administrative services;<br />
• technical support;<br />
• business networking;<br />
• advice on intellectual property; and<br />
• sources of financing.<br />
