• Establishment of public institutions for micro–lending.<br />
The network of micro credit institutions would be established with the basic<br />
intent to provide interest for low interest loans and to provide micro credits and<br />
credits for small business to existing and start up enterprises as well as to<br />
individuals with low income which would like to start and expand the business.<br />
• Development of credit line to support entrepreneurship in rural areas,<br />
innovation projects, development of special credit lines.<br />
Rural areas are particularly important for the establishment of sustainable<br />
development and could have a key role to reduce disparity among regions.<br />
Design integral approach for the development of rural areas by merging<br />
financial resources of local institutions, commercial banks and international<br />
donors and provide favourable loans. This form of financing would enhance<br />
economic development in rural areas, enable creation of sustainable small<br />
business in agriculture and tourism and increase employment.<br />
The Fund for support of innovation projects would enable for favourable<br />
financial assets for development of research and innovation, cooperation of<br />
small and medium sized business with university with mutual project and<br />
would lead to creation of new projects and processes and introduction of new<br />
technologies.<br />
• Development of special credit lines to support strategically<br />
important activities Establishment of support for the special credit<br />
lines for agriculture (viticulture), tourism (agro tourism and rural<br />
tourism), wood processing and other priority activities.<br />
• Diaspora Fund<br />
• Implementation of the credit line for the increase in energy<br />
efficiency of SME The project should enable SMEs to identify, in<br />
relatively short timeframe, inefficient and ecologically damaging use of<br />
resources, undertake measures for the improvement of energy<br />
efficiency and introduction of renewable energy and to reduce cost of<br />
business in that way.<br />
In April 2007, within the programme “Competition and export encouragement”<br />
(http://www.nasme.cg.yu/eng/infocus.php) the Directorate for Development of<br />
Small and Medium-sized Enterprises (SMEDA) announced two credit lines, the<br />
one intended for competition encouragement, through product and service<br />
quality improvement and assortment widening and the other for export<br />
encouragement, with the aim of encouraging product and service positioning<br />
of Montenegrin enterprises in foreign markets. In addition, the Public Invitation<br />
„Grant schemes for expense reimbursement” intended for present and<br />
potential exporters to finance export marketing activities, has been<br />
announced. It is planned to finance these activities with the sum of EUR<br />
4.000.000, 50% of which is provided by SMEDA and the other 50 % is<br />
provided by commercial banks.<br />

angel investor capital, franchising, leasing).<br />
Venture capital is provided with the aim to support entrepreneurship, financing<br />
development of start-ups.<br />
