The Ministry of Economy has prepared the Programme for Stimulating Investments in<br />
the Republic of Macedonia 2007 - 2010, which was adopted by the Government on<br />
June 3, 2007. The Programme contents recommendations and directions for<br />
reducing the remainder barriers, which limit investments and recommendations for<br />
harmonization of regulations with international accepted standards.<br />

The Ministry of Education and Science (MoES) performs the activities referring to:<br />
• Upbringing and education of all kinds and degrees;<br />
• Organization, financing, development and promotion of upbringing, education<br />
and science;<br />
• Upbringing and education of children of workers, temporary working and<br />
residing abroad;<br />
• Verification of vocations and profiles in education;<br />
• Student standard;<br />
• Technological development, informatics and technical culture;<br />
• Information system;<br />
• International scientific-technical cooperation;<br />
• Supervision within its competencies; and<br />
• R&D projects.<br />
The MoES is responsible for policy development and monitoring of implementation of<br />
activities relating to science and R&D, however, it is evident that it has failed to assist<br />
the Government of Macedonia to recognize that science and R&D as being among<br />
the key strategy priorities essential for to long-term economic development of the<br />
country.<br />
The MoES’s activities are currently largely restricted to co-financing activities such as<br />
(Polenakovik and Pinto 2007):<br />
• Developmental and innovation projects (up to 30% of total cost);<br />
• 45 scientific journals per year;<br />
• Publication of cca 200 scientific books per year;<br />
• Participation in cca 50 domestic scientific conferences;<br />
• Participation in international conferences and seminars (500 participants);<br />
• International study visits for cca 100 young scientists; and<br />
• Approximately 300 research projects in 2003 and some 186 projects in 2004.<br />
The effects of these scientific and R&D related activities on the national economy are<br />
not clear since there is no direct relationship between investment and economic<br />
impacts, hence the reason for independent evaluation.<br />
