B) Technology/Innovation Centres<br />
When finalizing report, there were no Technology/Innovation Centres operating within<br />
the country.<br />
C) Technological and Science Parks<br />
No technology parks, science or business parks exist in Montenegro at present.<br />
Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) is working on a survey<br />
in order to identify the levels of knowledge among the SME stakeholders of<br />
technology parks and similar. A proper strategy covering this type of infrastructure is<br />
still lacking.<br />
D) Business-start-up Centres/ Technology Incubators<br />
As stated in the report on the implementation of the European Charter for Small<br />
Enterprises (OECD and EC 2007), in the remaining West Balkan economies,<br />
strategies for business incubators are still in their infancy. The need for more<br />
sophisticated business services is recognised by both public and private actors<br />
serving SMEs in Montenegro.<br />
During 2006, the Development Fund of the Republic of Montenegro has provided an<br />
active support incubators development in Montenegro. Implementation of the first<br />
business incubator was in its final phase and the first incubator was introducing as a<br />
new type of support for economic development on Montenegrin market in 2007. It is<br />
expected, that the Fund will further support activities in the process of forming the<br />
entrepreneurial incubators and clusters on the territory of Montenegro in cooperation<br />
with other relevant domestic and foreign institutions.<br />
Montenegro with its Business Start-Up Centre Bar (BSC Bar) actively participates in<br />
the Southeast European <strong>Net</strong>work of Business Start-up Centers and Incubators<br />
(SENSI). The network was set up under the auspices of the SPARK in Tuzla (Bosnia<br />
and Herzegovina) on October 20, 2006, and is a regional network of business startup<br />
centres and incubators with more than 20 members trough the whole region of<br />
Southeast region (from Slovenia to Macedonia).<br />
By bringing together the different local backgrounds, shared experiences, forces and<br />
know-how of business starts-up centres and incubators in 8 countries (Slovenia,<br />
Croatia, Macedonia, Serbia, Kosovo, Montenegro, Bosnia & Herzegovina and the<br />
<strong>Net</strong>herlands), SENSI members aim to improve their support and business services to<br />
young entrepreneurs and start-ups.<br />
In cooperation with Universities from South East Europe, local governmental<br />
institutions and local business communities, SENSI enhances the capacity of<br />
entrepreneurship in South East Europe.<br />
