primary goals, having in mind the positive effect they have on speeding up the<br />

production process and creation of new employment, through the opening of new<br />

enterprises, i.e. companies.<br />

The Economic Reform Agenda for Montenegro presents a list of obligations that need<br />

to be realized in a defined timeframe. The activities herein are interconnected with<br />

activities presented e.g. in the Strategy for Reform of the Administration of<br />

Montenegro, the Strategy for introducing ICT in the education system of Montenegro,<br />

Strategic Plan for Reform of Education. The Agenda is dynamic in character, and is<br />

linked with activities for the reduction of poverty, incentives for developing<br />

entrepreneurial employment, sustainable development of Montenegro as an<br />

Ecological State and other social programs.<br />

The document Economic Reform Agenda for Montenegro 2002 - 2007 is a further<br />

development of the Economic Reform Agenda for Montenegro 2002 - 2006, adopted<br />

by the Government in March, 2003. As indicated in the revised Agenda emerged in<br />

December, 2004, two years after the implementation of the Agenda, the need for<br />

analysing what had been done in the previous two years had arisen, particularly in<br />

order to learn lessons from experiences for the next period of EU accession. Also,<br />

success in the implementation of the Agenda in the past two years encouraged the<br />

need for new activities and updating of the original document.<br />

- ‘Policy strategy for support to the development of small and medium sized<br />

enterprises 2002 -2006’<br />

The Strategy was consistent with the objectives of the 'Economic Development<br />

Strategy for 2002 -2005' of the Government of the Republic of Montenegro. The aims<br />

of the strategy were to:<br />

- increase the number of registered private sector SMEs operating in the formal<br />

economy;<br />

- achieve a greater diversity and integration of economic activity, increasing the<br />

proportion of SMEs based in production and non-trade services;<br />

- significantly increase the proportion of small and medium sized enterprises<br />

relative to micro-enterprises in the total enterprise population;<br />

- increase competitive SME activity in economic sectors where the Republic of<br />

Montenegro is reliant on imported goods and services and increase the<br />

contribution of SMEs to export earnings;<br />

- increase the participation of domestic SMEs in foreign strategic alliances and<br />

joint ventures;<br />

- increase the contribution of SMEs to GDP; and<br />

- increase the share of SMEs in total employment.<br />

- ‘Strategy of development of small and medium sized enterprises 2007 - 2010’<br />

The Strategy includes policy measures focused on business education and<br />

promoting/supporting small and medium enterprises. The Strategy was not available<br />
