• Implementation of special programs of the Government of the Republic of<br />

Croatia in the area of crafts, cooperatives, small and medium<br />

entrepreneurship.<br />

The Ministry administers programmes that are complimentary to the aims and<br />

objectives of the Ministry of Science, Education and Sports relating to technology and<br />

innovation, especially stimulating development and growth of technology-based<br />

SMEs. Those programmes are aimed at encouraging individuals to establish their<br />

own companies, as well as development of innovation clusters (Cluster Development<br />

Programme) to boost competitiveness. The development of Entrepreneurship<br />

Centres and Regional Development Agencies is also encouraged by the Ministry via<br />

providing them with financial assistance.<br />

The institutional infrastructure of the Croatian innovation system initiated by the<br />

Ministry of Economy Labour and Entrepreneurship and local authorities coves the<br />

following centres (Becic and Svarc, 2006):<br />

• 9 business incubators;<br />

• 20 entrepreneurial centres;<br />

• 10 development agencies;<br />

• 14 free zones;<br />

• 2 technology parks:<br />

• Technology park Zagreb; and<br />

• Technology park Varaždin.<br />

The Business Innovation Centre of Croatia – BICRO Ltd. was created in 2006 when<br />

the international agreement between Republic of Croatia and World Bank was signed<br />

and additional cooperation with other partners agreed. The Centre manages five<br />

national development programmes supporting technology development (Support for<br />

Entrepreneurship Based on Innovation and New Technologies):<br />

• Seed Capital Programme (RAZUM);<br />

• Technology Infrastructure Development Programme (TehCro);<br />

• Venture Capital Programme (VrnCro);<br />

• R&D Programme (IRCro); and<br />

• Competitiveness Upgrading Programme (KonCro).<br />

Those programmes are implemented across the whole country and administered<br />

exclusively by BICRO.<br />

The objectives of BICRO are: increase in commercialization of knowledge; raising<br />

awareness about the value of innovation; transfer of knowledge and technology<br />

solutions from science and business; establishment of knowledge and technology<br />
