The task of the NOSIC project, which was funded by GTZ, was to establish a project<br />
team/small incubator with one entrepreneurial professor, one established<br />
entrepreneur with scientific/engineering background and a group of project<br />
assistants.<br />
The team was to support:<br />
• Faculty of Engineering (FTN) institutes to develop a SWOT analysis of Core<br />
Competences and to start incubation projects;<br />
• existing old spin-offs around Faculty of Engineering to develop business<br />
cooperation as well as to develop management and planning documents<br />
(strategic plan, action plan) and business support tools (e. g. web based<br />
cooperation platform).<br />
Industry/Sector (technology area): Variety of technology areas covered.<br />
International activities: Cooperation with Timisoara University (Romania).<br />
B2) Technology/Innovation Centres in UNMIK/Kosovo as defined<br />
by UNSC Resolution 1244 of 10 June 1999<br />
According to information gathered for this report, there are no technology/innovation<br />
centres operating in UNMIK/Kosovo at the moment.<br />
C1) Technological and Science Parks in Serbia<br />
The Law on Innovation Activity defines a science and technology park as commercial<br />
company, which, within designated space, provides infrastructural and professional<br />
services to higher education, innovation organisations, as well as to high- and<br />
medium-technology commercial companies in a particular scientific, research and<br />
development or production grouping for the purpose of connecting them in order to<br />
apply more rapidly new technologies, create and market new products and services.<br />
(Article 23). Parks are defined as organisations providing infrastructure support to the<br />
innovation activity.<br />
The Programme is operating in accordance with the Innovation Strategy (currently in<br />
preparation) and Law on Innovation Activity with the special focus on (Ministry of<br />
Economy, 2006):<br />
• Industrial parks - the basic goal of developing the concept of industrial parks is<br />
generating new enterprises through providing integrated infrastructure on a<br />
certain location and with the necessary knowledge. They are usually close to<br />
different transport infrastructure and\or existing industrial plants.<br />
• Science parks - often called a research or technology park, are areas set<br />
aside for businesses and institutions based on scientific research and<br />
development. Such parks are integrated with universities or<br />
technology\science centres and are aimed at bridging the gap between R&D<br />
institutions and enterprises.<br />
