United Nations Development Programme (UNDP) is addressing Information and<br />

Communication Technology (ICT) development. It has supported the creation of a<br />

national ICT strategy, prepared a National e-readiness Assessment <strong>Report</strong> and is<br />

supporting the implementation of an Action Plan to address e-government, eeducation<br />

and e-commerce issues. However, there remain serious obstacles to<br />

efficient technology transfer to small enterprises such as (OECD and EBRD, 2005):<br />

• Improving technical education and skills;<br />

• Raising finance for new technologies;<br />

• Improving legislation and strategies;<br />

• Building institutional capacities; and<br />

• Improving information dissemination.<br />

1.2 Strategic Documents<br />

Strategic documents reflecting National Innovation Strategies (NIS) have been<br />

already highlighted in Science and Technology <strong>Country</strong> <strong>Report</strong> <strong>Country</strong> – D5 <strong>Albania</strong><br />

(see.science.eu). To indicate other key documents, which have been formulated in<br />

order to set up the framework for innovation and technology development:<br />

- ‘National Strategy for Development and Integration (NSDI)’<br />

A single national strategy to be implemented over a seven-year period (2007-2013) is<br />

built on a comprehensive set of sector strategies and is guided by a selective set of<br />

crosscutting strategies. The national strategy emerges as a synthesis of sector<br />

strategy documents developed for all sectors. The European integration and NATO<br />

membership planning processes will be fully incorporated in the national strategy.<br />

The national strategy document has the following structure:<br />

• Overview (Overview of current situation and key issues facing the country.)<br />

• Vision, strategic priorities and strategic goals (Concise statement providing the<br />

overall framework of the strategic planning exercise. Envisaged role of<br />

government.)<br />

• Policies (Key points of sector and crosscutting strategies in summary form<br />

arranged by strategic priority, with emphasis on links between major policies<br />

and achievement of strategic goals.)<br />

• Macroeconomic framework and fiscal implications:<br />

A. Macroeconomic framework in the form of scenario; and<br />

B. Broad inter-sectoral implications of strategic priorities.<br />

• Accountability (Consultation process and high-level monitoring indicators to<br />

assess progress towards the key national goals.)<br />

- ‘Strategic Programme for the SME Development for 2007 - 2009 and for 2010 -<br />

2013’<br />

The Strategic Programme for the SME Development for the medium-term period<br />

2007 - 2009, is an integral part of the government programme and is reflected in the<br />

business development and investment strategy of the medium- and long-term period<br />

2007 - 2013. The SME development policies for the ongoing period have been<br />

designed complying with all the acts and MSA and European Partnership, as well as<br />

the European Charter for Small Enterprises.<br />
