- Enterprise Development and Entrepreneurship Programme (EDEP)<br />
The ‘Support to Enterprise Development and Entrepreneurship Programme’<br />
commenced in December 2004 and operated for a period of two years until<br />
December 2006. The overall objective of the project was to assist in the creation of a<br />
framework for the development of a sustainable, internationally competitive and<br />
export oriented small and medium-sized enterprise (SME) sector in Serbia through<br />
improvements in the effectiveness of government policies and instruments aimed at<br />
stimulating and enhancing private sector enterprise.<br />
The main project partner was the Ministry of Economy (MoE), specifically the<br />
Department for SME Development and the Department for Private Entrepreneurship.<br />
The other main project partners were the Republic Agency for the Development of<br />
SMEs and Entrepreneurship (RASME). Other project partners include the Ministry of<br />
Science (MoS, former Ministry of Science and Environmental Protection), the network<br />
of Regional SME Agencies. The contract was being implemented by a consortium led<br />
by ECORYS Nederland BV (NL) in partnership with Enterprise plc (UK) and FACET<br />
BV (NL).<br />
According to the ‘Enterprise Policy Development in the Western Balkans: a report on<br />
the implementation of the European Charter for Small Enterprises’, even though<br />
strategic documents for SMEs development were elaborated, there is a lack of an<br />
adequate budget for implementation. Therefore it was envisaged that many SME<br />
projects would be funded by the Government’s National Investment Plan of<br />
September 2006 (An EU-funded Support to Enterprise Development and<br />
Entrepreneurship Programme operated between December 2004 and December<br />
2006).<br />
- “ENTRANSE 2007” Project - Programme to support the growth and job<br />
creation by supporting SME and entrepreneurship development in the Republic<br />
of Serbia<br />
The ENTRANSE Project development started in cooperation with the Ministry of<br />
Economy and Republic Agency for the Development Small and Medium-Sized<br />
Enterprises and Entrepreneurship (RASME). It has been approved by the Norwegian<br />
Ministry of Foreign Affaires in December 2004 and soon after, its implementation<br />
started. During the first two years, the project supported the establishment and<br />
development of the Pilot Business Incubator Centre Niš, preparation and<br />
implementation of the Training Programme for Pre-incubation, incubation and postincubation<br />
period, preparation of the Programme for Business Incubators and Cluster<br />
Development.<br />
The Ministry of Economy is the National Lead Partner and the project owner. SINTEF<br />
Technology and Society is the International Lead Partner and Serbian Agency for<br />
SMEE Development is the National Implementing Partner. Inter-ministerial Steering<br />
Committee has been established with a specific Terms of Reference to supervise<br />
ENTRANSE Project. In addition, local service providers were engaged for the Project<br />
activities implemented at local level.<br />
The main goal of “ENTRANSE 2007” Project is to generate new jobs and new<br />
enterprises through development of entrepreneurs, enterprises and SME institutions<br />
in the Republic of Serbia. Target groups are institutions for SME development,<br />
