A Master Plan for Developing and Harmonizing the Official Statistics of Montenegro<br />

for 2006 – 2008 has been prepared, stating Monstat’s priorities and obligations, while<br />

new organisation and systematisation act of Monstat is under preparation, in<br />

accordance with the aforementioned Master Plan, with obligations which Monstat has<br />

in the process of integration into the European statistical system (methodology,<br />

classification, standards), as well as with obligations of Montenegro as an<br />

independent state.<br />

Montenegro has established a well-structured and well-funded SME agency<br />

(Directorate for Development of Small and Medium-sized Enterprises - SMEDA), but<br />

lags behind on improving the regulatory environment, particularly in relation to the<br />

role of local administrations and human resource development dimensions. Human<br />

capacity building is carried out following an analysis on realization of the public<br />

administration reform. The newly established Human Resource Management<br />

Administration and the Project ″strengthening capacities for human recourses<br />

management - PARiM CB″ organise trainings for civil servants and employees who<br />

work in public administration.<br />

Cooperation with representatives of more international institutions is intensified:<br />

European Agency for Reconstruction (EAR), Organization for European Security and<br />

Cooperation (OEBS), World Bank, Foundation Institute for Open Society (office in<br />

Podgorica), United Nation Development Programme (UNDP), Konrad-Adenauer<br />

Stiftung, the Embassy of the Republic of Greece, Ecole Nationale d'Administration<br />

(ENA), USAID/CHECCHI Company Consulting Inc. There is also an intensive<br />

cooperation with prestigeous French school for public administartion (ENA) and a<br />

portugese institute for public administartion (INA), Administrative Academy of the<br />

Republic of Slovenia, Human Resources Management Agency of the Republic of<br />

Serbia, with whom the exchange of practice and experiences from the area of<br />

managing and functioning of public administration is being capitalized. Human<br />

Resources Management Authority signed a Protocol on cooperation in creating a<br />

Regional School for Public Administration (ReSPA) (representatives from Serbia,<br />

FYR of Macedonia, Croatia, Bosnia and Herzegovina, <strong>Albania</strong>, Kosovo/UNMIK and<br />

Montenegro) with a view of improving the regional cooperation in field of public<br />

administration as well as strengthening administrative capacities in countries of the<br />

Western Balkans.<br />

Montenegro’s period of implementing the 2002-06 SME strategy recently ended. It<br />

saw considerable implementation in areas such as institutional support and<br />

enhancement of domestic enterprises’ competitiveness. A new strategy has been<br />

adopted for 2007-10, the budget is in place and the main pillars include ten clearly<br />

defined strategic goals, such as regulating the system for statistical reporting on the<br />

SME sector and strengthening financial support for SME development. Discussions<br />

with private sector representatives on the scope of the strategy are ongoing.<br />

The Government of Montenegro (GoM) and the private sector (business<br />

associations) have collaborated to create a policy framework fostering<br />

competitiveness and export growth. SME competitiveness programmes fall under the<br />

export promotion programmes of Directorate for Development of Small and Mediumsized<br />

Enterprises (SMEDA). Collaborating with the Montenegrin Business<br />
