2.6 Agency Workshop<br />

As the final step in the information gathering phases of this study, the team conducted a<br />

consensus-building workshop <strong>to</strong> gather feedback from <strong>to</strong>ll agency staff across the country on the<br />

safety strategies that had been identified through the survey, telephone interviews, and site visits.<br />

In recognition of the fact that the characteristics of each agency and even of each plaza can<br />

dictate what strategies would be practical <strong>to</strong> implement and what strategies would be the most<br />

effective, the primary goal of the workshop was <strong>to</strong> gather feedback on each of the strategies<br />

identified from individuals who are familiar with day-<strong>to</strong>-day operations at plazas across the<br />

country. Another goal of the workshop was <strong>to</strong> gather information on any additional strategies<br />

that the team might not have uncovered through the data gathering activities leading up <strong>to</strong> the<br />

workshop.<br />

At the workshop, the team presented each of the strategies that had been identified, one at a time,<br />

and then, for each strategy, encouraged participants <strong>to</strong> offer feedback regarding: (1) their<br />

perceptions of the effectiveness of the strategy; (2) thoughts they have on any constraints that<br />

they see with that strategy (i.e., any circumstances under which a particular strategy may not be<br />

effective for whatever reason); and (3) <strong>to</strong> provide their “bot<strong>to</strong>m line” opinion of the strategy<br />

(e.g., they may feel that the strategy would be very effective but they would not consider<br />

implementing it due <strong>to</strong> cost implications).<br />

The workshop included individuals representing a wide range of <strong>to</strong>ll agencies across the country.<br />

A full list of the workshop attendees, as well as the ratings from the workshop participants, can<br />

be found in Appendix G. Information on workshop participants’ thoughts on each of the<br />

strategies can be found in Appendix H.<br />
