Parcel Select Performance Reports<br />
The Postal Service is using the Delivery <strong>Confirmation</strong> system to measure<br />
service performance for Parcel Select. Parcel Select service includes parcels<br />
that are drop shipped to destination bulk mail centers (BMCs), sectional<br />
center facilities (SCFs), and delivery units.<br />
The new service measurement reports provide the following:<br />
Percent of pieces that met standard and the percent of pieces delivered<br />
by day.<br />
Destination BMC and SCF reports available by facility, with 3-digit ZIP<br />
Code and 5-digit ZIP Code breakouts within the facility.<br />
Destination delivery unit (DDU) reports available by district, with 3-digit<br />
ZIP Code and 5-digit ZIP Code breakdown within the district.<br />
To participate, the standard processes for Delivery <strong>Confirmation</strong> and<br />
Signature <strong>Confirmation</strong> services must be followed. An electronic confirmation<br />
services file is prepared for the Delivery <strong>Confirmation</strong> and Signature<br />
<strong>Confirmation</strong> pieces for each drop-ship destination. A barcode of the<br />
electronic file number is put on PS Form 8125, Plant-Verified Drop Shipment<br />
(PVDS) Verification and Clearance, which accompanies the drop shipment.<br />
(PS Form 8125-C, Plant-Verified Drop Shipment (PVDS) Consolidated<br />
Verification and Clearance, and PS Form 8125-CD, Plant-Verified Drop<br />
Shipment (DSMS) Consolidated Verification and Clearance — DSMS, may<br />
also be used.)<br />
The electronic file must contain the destination rate indictor. The destination<br />
rate indicator is in Position 56 of confirmation services electronic file Detail<br />
Record 1. The values for this indicator are as follows:<br />
B = Destination BMC<br />
D = Destination delivery unit<br />
S = Destination SFC<br />
When Postal Service employees unload the truck, they scan the PS Form<br />
8125 barcode — this “starts the clock.” The clock stops when the delivery<br />
employee scans the parcel at the delivery point.<br />
The Parcel Select performance reports are available the week following the<br />
service measurement period. Customers participating in the drop-shipment<br />
service performance will receive the same performance information as Postal<br />
Service managers for their shipments.<br />
