<strong>The</strong> <strong>European</strong> E-<strong>Business</strong> <strong>Report</strong> 2005<br />
• What is the appropriate target, and rationale, for the measured value per enterprise sizeband?<br />
• What circumstances will yield a basically identical percentage across all enterprise sizebands<br />
in a given sector (as shown most nearly for instance in the IT services sector)?<br />
<strong>The</strong> answer to both questions is likely to be strongly sector structure dependent. In that case, it is<br />
useful to understand the underlying driving forces and so help SMEs to set their own goals with a clear<br />
sector specific understanding of what standards must be taken into account in their work. Such<br />
detailed sector answers would produce a set of powerful sector-specific standards roadmaps.<br />
Depending on how these roadmaps are prepared and maintained, they could become a valuable<br />
resource for all enterprises in the sector. Such roadmaps could also explore the relative values of the<br />
average responses across sectors per standard area. <strong>The</strong> roadmaps could also provide the basis for a<br />
cross-sectoral review of common standards and potential for increased harmonisation between<br />
sectors.<br />
Taken in conjunction with other data, the roadmaps would acquire several dimensions which can be<br />
drilled down to get an overview on common interoperability practices and targets for all layers and<br />
levels of interoperability.<br />
Policy conclusions<br />
<strong>The</strong> study conclusions and proposed policy actions are addressed to the following organisations:<br />
• ICT Vendors<br />
• ICT Innovation Centres<br />
• Sector Industry Associations<br />
• National Standards Bodies<br />
• Member state business development agencies<br />
• High Level ebXML Implementation Group (proposed)<br />
• SME Associations<br />
• DG Enterprise & Industry<br />
• CEN/ISSS eBIF and EBES member organisations<br />
<strong>The</strong> suggestions focus on proposed medium term actions which could directly contribute to<br />
implementation of common standards based solutions in all sectors. For long term value, transparent<br />
fairness and maximum impact (relative also to the additional goal of movement towards standards<br />
convergence) the proposed actions are suggested to be focused primarily at the sectoral, crosssectoral,<br />
and standards policy levels. <strong>The</strong> actions are fully consistent with, and actively complement,<br />
the focus on increased implementation and use of technology proposed in the i2010 Action Plan. 33<br />
