watercourse, one of which would replace an existing rudimentary crossing north of the A14, the other would be a new crossing between the A14 and M1. A public consultation was held between June and September 2008 seeking the views of the public on three junction options and three local road network options. There was support for an improvement scheme, with the Red Junction the most favoured. Of the three local road network options, the Orange Local Road Network was the most favoured. The outline preferred option is shown below in Figure 1. A list of previous flood risk assessments is given below: • Flood Risk Assessment completed by (JBA Consulting, July 2005) • Addendum to stage 3 flood risk assessment – flood plain compensation (JBA, October 2005) • Addendum to Flood Risk Assessment produced to fulfil PPS 25 requirements (JBA, May 2007 ) This FRA seeks to take the re-design as an opportunity to produce a new standalone FRA which will draw together all relevant information in a format which is more suitable for the current planning environment. 2
2 Policy Review 2.1 Planning Context The strategic case for the M1 Junction 19 scheme is set by:- • HM Treasury Public Service Agreement 5 – Deliver reliable and efficient transport networks that support economic growth • Towards a Sustainable Transport System, Supporting Economic Growth in a Low Carbon World. Department of Transport, October 2007 • Department of Transport Business Plan 2008-0998 2.2 Planning Policy Statement 25 (PPS25) PPS25 sets out the national policy for land use planning in relation to flood risk. The policy statement contains the planning and development framework which should be adhered to be Regional Government, Local Planning Authorities and developers. It was produced by the Department for Communities and Local Government in December 2006. 2.2.1 Policy Aims PPS25 states; “The aims of planning policy on development and flood risk are to ensure that flood risk is taken into account at all stages of the planning process to avoid inappropriate development, and to direct development away from areas at highest flood risk. Where new development is, exceptionally, necessary, the policy aims to mitigate the flood risk without increasing the flood risk elsewhere.” 1 2.2.2 PPS25 Requirements In order to meet its aim, PPS25 requires that a site-specific FRA is undertaken to assess the risks of all forms of flooding to and from development taking climate change into account.
