2010 <strong>Trail</strong> Management <strong>Plan</strong><br />
2. Each trail will have an assigned volunteer for routine maintenance. Heavy<br />
maintenance will be supervised by approved crew leaders using trained<br />
machine operators.<br />
3. All chainsaw operators will be certified by the USDA Forest Service or<br />
trained under other programs approved by the Department. Pathfinders shall<br />
maintain records of sawyer certifications and Assumption of Risk Waivers.<br />
4. Volunteer coordinators and leaders will meet with Parks and Recreation<br />
staff at least once annually to review assignments, priorities, reports, and<br />
issues.<br />
5. Maintenance volunteers will record hours, monitoring reports, and other<br />
paperwork, as required by Parks and Recreation.<br />
6. As resources are available, Parks and Recreation will work with Pathfinders<br />
for Greenways to help fund material and equipment purchases such as a<br />
Ditch Witch 650, chainsaws, and personal protective equipment dedicated for<br />
trail work at the <strong>Cove</strong>.<br />
7. Parks and Recreation will evaluate the feasibility of repurposing the<br />
building at Riley’s Loop to be a centralized maintenance facility for secure<br />
storage of materials, equipment, and tools for the volunteers.<br />
8. The Department as well as Pathfinders will continue to participate in<br />
continuing education efforts regarding sustainable natural resource and<br />
stewardship education for the continuing enhancement and care of <strong>Carvins</strong><br />
<strong>Cove</strong>.<br />
4.5 Construction<br />
This plan recommends the addition of new trails plus the realignment of sections of<br />
existing trails. Any new trails will be implemented in accordance with the Parks and<br />
Recreation Department’s <strong>Plan</strong>ning and Development Procedures. Each proposed new<br />
trail will be evaluated to ensure that sufficient resources are available to complete<br />
construction and maintenance, that the trail is sustainable and in compliance with any<br />
easements or restrictions, and that the trail adds logically to the trail network.<br />
Recommended Practices:<br />
1. Appendix F illustrates a page to be added to the Project Proposal application<br />
for new trail construction, when submitted to Parks and Recreation under the<br />
<strong>Plan</strong>ning and Development Procedures. The form will document inclusion in<br />
this plan, location, termini, stream crossings, resources for construction,<br />
resources for maintenance, features, anticipated user groups, and any<br />
possible restrictions, such as Heritage areas.<br />
2. Each new trail constructed will be sponsored by an approved group or trail<br />
crew leader.<br />
3. The sponsoring construction group/leader will flag the trail alignment, take<br />
GPS readings for mapping purposes, and supply necessary submittals for<br />
Parks and Recreation review.<br />
