2010 <strong>Trail</strong> Management <strong>Plan</strong><br />
recommended that a part-time position be created and partially subsidized through<br />
user fees to continue to provide services currently offered at the <strong>Cove</strong> to include: a)<br />
on-the-ground oversight of both maintenance projects and programs, b) provide a<br />
public safety and public relations presence, and c) help maintain and foster<br />
relationships with other local agencies, landowners and user groups. This position will<br />
also focus on daily core trail related needs such as customer service, user safety,<br />
hazard identification/maintenance challenges, maintain trail priorities and inventories<br />
of needed repair and replacement, plus assist as the Department’s on-site logistics for<br />
recreational programming and special events where appropriate.<br />
5.2.2 Capital Improvements<br />
Developing trail related capital improvements has been ongoing since 2001. Most<br />
improvements to date of this nature have been timber bridge development, trail<br />
reroutes, trailhead parking facilities, and primary gateway/entrance signage and gating<br />
elements. As trail usage continues to increase, it is obvious that such usage in such a<br />
diverse topography has a direct impact on major park infrastructure needs. There are<br />
several capital needs addressed in this plan that fall into the following categories: a)<br />
trailhead parking improvements and expansion, b) bridge/crossing enhancements, c)<br />
stormwater and erosion management, d) trail construction features, and e) volunteer<br />
equipment needs. Parks and Recreation will annually review the prioritized trail and<br />
related auxiliary facility needs in concert with Pathfinders for Greenways and create an<br />
annual action plan for maintenance and/or improvements. Should the need arise for<br />
capital funding; the Department shall submit such funding requests on an annual basis<br />
as per the direction of City Council for their consideration. Selected capital items are<br />
identified in this plan from tables 8 through 17.<br />
5.2.3 Visitor Passes<br />
With Parks and Recreation’s new recreational software system, ActiveNet, the<br />
Department can now easily implement a user friendly registration system with point of<br />
contact and credit card, web based transactions for usage fees. Using this registration<br />
system, the Department has the ability to administer:<br />
On-line payments with an instant identification pass/receipt that can be<br />
downloaded and printed with an individual identification number,<br />
Pay and go options at any recreation center or the main office, and<br />
A mail-in option to receive a pass.<br />
ActiveNet will provide trail users with a user friendly interface in purchasing either day<br />
or annual use passes. The traditional locations for pass purchase will remain in place;<br />
however, it is recommended that the Department consider having two separate use<br />
passes hereafter: one for water-based recreation and usage collected by the WVWA and<br />
one for land-based recreation and trail usage collected and managed by Parks and<br />
Recreation.<br />
