CTC: California <strong>Transportation</strong> Commission, a state level appointed body that reviews Regional<br />

<strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong>s (see RTIP below) and accepts them with or without<br />

modifications into the State <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong> (see STIP below).<br />

Developer Fee: Fees collected by local agencies from developers of new residential and office<br />

buildings to pay for improvements to the transportation system made necessary by new<br />

development. Developer Fees are used to pay for whole transportation projects (such as a new<br />

roadway), or will be used to contribute towards the developer=s Afair share@ of improvements to<br />

existing facilities needed in the area. Same as traffic impact fees, except that developer fees can<br />

be used to pay for other infrastructure improvements such as sewer and water lines.<br />

EDCTC: El Dorado County <strong>Transportation</strong> Commission, the state-designated Regional<br />

<strong>Transportation</strong> Planning Agency (RTPA) for El Dorado County.<br />

EPA: Environmental Protection Agency, a federal agency which reviews our air quality<br />

conformity analyses and advises FHWA and FTA regarding approval of the conformity finding.<br />

FHWA: Federal Highway Administration, one of two primary federal agencies that SACOG<br />

partners with on transportation planning in the region. FHWA provides a joint air quality<br />

conformity approval on the <strong>Metropolitan</strong> <strong>Transportation</strong> Plan (MTP) and MTIP, allocates federal<br />

transportation funds (non-transit) to the state for distribution to the region, and authorizes<br />

funding to individual projects before the project sponsor may begin work.<br />

Financial Constraint: The MTIP must be financially constrained by year and include a financial<br />

plan that demonstrates which projects can be implemented using current revenue sources and<br />

which projects are to be implemented using proposed revenue sources. Only projects for which<br />

construction and operating funds can reasonably be expected to be available may be included in<br />

the MTIP (23 CFR, Part 450, Section 450.324).<br />

FSTIP: Federal Statewide <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong>, the state version of the TIP.<br />

The FSTIP includes all projects with federal funds, those that require a federal action, and<br />

regionally significant transportation projects throughout the state.<br />

FTA: Federal Transit Administration, one of two primary federal agencies that SACOG partners<br />

with on transportation planning in the region. FTA provides a joint air quality conformity<br />

approval on the MTP and MTIP, allocates federal transit funds to the state for distribution to the<br />

region, and allocates capital and operating funds for individual public transit projects.<br />

FTA Section 5307: This program pays for transit capital and operating expenses for urban transit<br />

operators (population greater than 50,000).<br />

FTA Section 5309: This program pays for major bus purchases and light rail extensions.<br />
