FTA Section 5310: This program pays for transit capital programs that benefit elderly and
handicapped people.
FTA Section 5311: This program pays for transit capital and operating expenses for rural transit
operators (population less than 50,000)
FTA Section 5316: This program pays for capital, planning, and operating expenses for projects
that transport low income individuals to and from jobs and for reverse commute projects.
FTA Section 5317: This program pays for capital and operating expenses for new public
transportation services and alternatives beyond those required by the Americans with Disabilities
Act of 1990 that are designed to assist individuals with disabilities.
Grouped Projects: Air quality exempt projects of a small scale are often suitable for combining
into a single larger project listing or grouped project. Grouped projects are identified in the
MTIP under Avarious counties@ and are shown under the appropriate air quality exempt category
listing.
HBP: Highway Bridge Program is a federal funding program used to repair and replace bridges
on state highways and local roads.
Interstate Maintenance: A federal funding program used to pay for maintenance projects on
interstate freeways.
Lead Agencies: State or local agencies or RTPAs (see RTPA below) who are charged with the
lead for implementing specific transportation projects and programs in the MTIP. Local
agencies include but are not limited to public works and planning agencies, air districts, transit
operators, and special districts.
LRT: Light Rail Transit, such as the light rail system in Sacramento.
LTF: Local Transportation Fund, the funds derived from the one-quarter sales tax and returned to
the jurisdiction of collection.
Metropolitan Transportation Improvement Program (MTIP): Also known as the federal TIP, a
four-year list of specific transportation projects and programs which SACOG submits to Caltrans
and is ultimately approved by FHWA and FTA. SACOG amends the MTIP on a quarterly cycle.
The MTIP and its amendments are subject to air-quality conformity analysis under federal airquality
conformity regulations.
MOU: Memorandum of Understanding, a bilateral or multilateral agreement between parties.
SACOG has MOUs with the Placer Country Transportation Planning Agency and the El Dorado
County Transportation Commission regarding SACOG’s MPO responsibilities in those areas.
MPA: Metropolitan Planning Area, the boundary includes the entire federal air quality non-
