FTA Section 5310: This program pays for transit capital programs that benefit elderly and<br />

handicapped people.<br />

FTA Section 5311: This program pays for transit capital and operating expenses for rural transit<br />

operators (population less than 50,000)<br />

FTA Section 53<strong>16</strong>: This program pays for capital, planning, and operating expenses for projects<br />

that transport low income individuals to and from jobs and for reverse commute projects.<br />

FTA Section 5317: This program pays for capital and operating expenses for new public<br />

transportation services and alternatives beyond those required by the Americans with Disabilities<br />

Act of 1990 that are designed to assist individuals with disabilities.<br />

Grouped Projects: Air quality exempt projects of a small scale are often suitable for combining<br />

into a single larger project listing or grouped project. Grouped projects are identified in the<br />

MTIP under Avarious counties@ and are shown under the appropriate air quality exempt category<br />

listing.<br />

HBP: Highway Bridge <strong>Program</strong> is a federal funding program used to repair and replace bridges<br />

on state highways and local roads.<br />

Interstate Maintenance: A federal funding program used to pay for maintenance projects on<br />

interstate freeways.<br />

Lead Agencies: State or local agencies or RTPAs (see RTPA below) who are charged with the<br />

lead for implementing specific transportation projects and programs in the MTIP. Local<br />

agencies include but are not limited to public works and planning agencies, air districts, transit<br />

operators, and special districts.<br />

LRT: Light Rail Transit, such as the light rail system in Sacramento.<br />

LTF: Local <strong>Transportation</strong> Fund, the funds derived from the one-quarter sales tax and returned to<br />

the jurisdiction of collection.<br />

<strong>Metropolitan</strong> <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong> (MTIP): Also known as the federal TIP, a<br />

four-year list of specific transportation projects and programs which SACOG submits to Caltrans<br />

and is ultimately approved by FHWA and FTA. SACOG amends the MTIP on a quarterly cycle.<br />

The MTIP and its amendments are subject to air-quality conformity analysis under federal airquality<br />

conformity regulations.<br />

MOU: Memorandum of Understanding, a bilateral or multilateral agreement between parties.<br />

SACOG has MOUs with the Placer Country <strong>Transportation</strong> Planning Agency and the El Dorado<br />

County <strong>Transportation</strong> Commission regarding SACOG’s MPO responsibilities in those areas.<br />

MPA: <strong>Metropolitan</strong> Planning Area, the boundary includes the entire federal air quality non-<br />
