always the same agency as the federally-designated MPO (see MPO above).<br />

SACTrak: SACOG’s database of transportation projects included in the MTIP.<br />

SAFETEA-LU: Safe, Accountable, Flexible, Efficient <strong>Transportation</strong> Equity Act: A Legacy for<br />

Users is the current federal transportation act. Its provisions authorize tax dollars to be spent on<br />

transportation related projects.<br />

SB 45: Senate Bill 45 regarding transit system safety. SB 45 set aside a portion of bond funds to<br />

be made available for capital projects that provide increased protection against security and<br />

safety threats for transit operators.<br />

SB 375: Senate Bill 375, The Global Warming Solutions Act, requires the state to reduce<br />

greenhouse gas emissions to 1990 levels by 2020.<br />

SHOPP: State Highway Operation and Protection <strong>Program</strong>, a list of all operations and<br />

maintenance projects greater than $300,000 on the state highway system which the California<br />

<strong>Transportation</strong> Commission has approved for state funding. Caltrans prepares the SHOPP with<br />

input from regional transportation planning agencies.<br />

SIP: State Implementation Plans, also referred to as Air Quality Plans. The federally approved<br />

plan for compliance with the Clean Air Act.<br />

SMAQMD: Sacramento <strong>Metropolitan</strong> Air Quality Management District, the agency responsible<br />

for state-required air quality planning in Sacramento County.<br />

SRTD: Sacramento Regional Transit District, the agency that operates Sacramento=s public<br />

transit system, including bus and light rail service. RT is the largest transit operator in the<br />

SACOG region, and the largest in California north of the San Francisco Bay Area.<br />

SRTP: Short Range Transit Plan, a five-year plan required periodically from public transit<br />

operators that receive federal funds.<br />

STA Funds: State Transit Assistance, funding for public transit service allocated under the<br />

<strong>Transportation</strong> Development Act (see TDA). STA funds are derived from the state tax on<br />

gasoline. SACOG is responsible for distributing the region=s apportionment of STA funds to our<br />

member jurisdictions and public transit operators.<br />

State Cash: This term refers to funds that do not include any federal or local funds. This<br />

terminology is used by Caltrans to distinguish these funds from the State Highway Account<br />

which is often a mix of federal and state dollars. State cash is used as a source of matching funds<br />

for the federal dollars used in the State <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong> (STIP).<br />

STIP: State <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong>, a list of the transportation projects which the<br />

California <strong>Transportation</strong> Commission has approved for state funding, chosen from regional<br />
