attainment area for the purposes of federal transportation planning, programming, and<br />

determining air quality conformity of plans and programs.<br />

MPO: <strong>Metropolitan</strong> Planning Organization, a federal designation granted to the agency<br />

charged with conducting regional transportation planning. SACOG is the designated<br />

MPO for Sacramento, Suffer, Yolo, and Yuba Counties, and El Dorado and Placer<br />

Counties outside of the Tahoe Basin.<br />

MTP: <strong>Metropolitan</strong> <strong>Transportation</strong> Plan, a 20-year blueprint for transportation strategies for the<br />

region, developed and updated by SACOG. Under state law the MTP is updated by December 1<br />

of even-numbered years. Under federal law, the MTP must be updated at least once every three<br />

years.<br />

MVEB: Motor Vehicle Emissions Budget, identified in the State Implementation Plan. This<br />

target identifies the allowable on-road emissions levels to attain air quality standards.<br />

Non-Attainment Area: A federally-designated area that fails to meet air-quality standards. Nonattainment<br />

areas are defined by the Environmental Protection Agency, based on topography,<br />

climate, and wind patterns.<br />

PCTPA: Placer County <strong>Transportation</strong> Planning Agency, the state-designated regional<br />

transportation planning agency for Placer County, and its locally-designated congestion<br />

management agency.<br />

PPP: Public Participation Plan, the procedures SACOG follows for interagency review, public<br />

review and comment, and MTIP revisions.<br />

Proposition 1B: 2006 Proposition 1B <strong>Transportation</strong> Bond Act funding passed by the State of<br />

California to fund various transportation related projects.<br />

Regional Planning Partnership: A committee of representatives from local, regional, state, and<br />

federal agencies, as well as representatives of business, environmental, and minority<br />

organizations and associations. The Partnership assists SACOG with its transportation and air<br />

quality planning responsibilities. The Partnership meets monthly.<br />

Road Fund: A local funding source derived from a portion of the state gasoline tax. These funds<br />

are Asubvented@ from the state to local agencies to pay for local transportation improvements.<br />

Road funds are often used to match state or federal funds approved for local projects.<br />

RSTP: Regional Surface <strong>Transportation</strong> <strong>Program</strong>, a Federal Highway Administration program<br />

which provides funds for local projects.<br />

RTIP: Regional <strong>Transportation</strong> <strong>Improvement</strong> <strong>Program</strong>, a seven-year list of specific<br />

transportation projects which SACOG submits to the CTC as a request for state funding. This<br />

document must be submitted in December of every odd-numbered year.<br />

RTPA: Regional <strong>Transportation</strong> Planning Agency, a state designation of the agency responsible<br />
