submitted RTIP and Caltrans submitted ITIP.<br />

STP: Surface <strong>Transportation</strong> <strong>Program</strong>, a funding program under SAFETEA-LU that provides<br />

federal money for capital improvements to surface transportation systems.<br />

TCM: <strong>Transportation</strong> Control Measure, a measure aimed at reducing vehicular emissions and<br />

thereby improving air quality. TCMs, are developed jointly by air pollution control districts or<br />

air quality management district’s when developing SIPs.<br />

TDA: <strong>Transportation</strong> Development Act, state legislation which provides two major sources of<br />

funding for public transit service, the Local <strong>Transportation</strong> Fund (LTF) and State Transit<br />

Assistance Fund (STA Funds). SACOG administers these funds for our member jurisdictions<br />

and public transit operators.<br />

TDM: <strong>Transportation</strong> Demand Management, techniques to reduce the use of motor vehicles or<br />

shift the use of vehicles to uncongested times of the day. TDM could include employersponsored<br />

rideshare programs, or flexible working hours that enable people to commute to work<br />

before or after rush hour, for example.<br />

TE: <strong>Transportation</strong> Enhancement, a set-aside of STIP funds for use on projects that enhance the<br />

quality of life, protect the environment, and provide an aesthetic, pleasant, and improved<br />

interface between the transportation system for communities and people adjacent to<br />

transportation facilities.<br />

Title VI: Of the Civil Rights Act of 1964, prohibits discrimination on the basis of race, color,<br />

income, and national origin in programs and activities receiving federal financial assistance. The<br />

decision process by which projects are selected for inclusion into SACOG’s MTIP considers<br />

Title VI requirements.<br />

Unitrans: A public transit operators headquartered at UC Davis, running bus routes that connect<br />

the UC campus to various Davis neighborhoods.<br />

YCTD: Yolo County <strong>Transportation</strong> District, a public transit operator running bus routes in Yolo<br />

County and neighboring areas.<br />
