transportation improvement programs from around the state. This is composed of the locally
submitted RTIP and Caltrans submitted ITIP.
STP: Surface Transportation Program, a funding program under SAFETEA-LU that provides
federal money for capital improvements to surface transportation systems.
TCM: Transportation Control Measure, a measure aimed at reducing vehicular emissions and
thereby improving air quality. TCMs, are developed jointly by air pollution control districts or
air quality management district’s when developing SIPs.
TDA: Transportation Development Act, state legislation which provides two major sources of
funding for public transit service, the Local Transportation Fund (LTF) and State Transit
Assistance Fund (STA Funds). SACOG administers these funds for our member jurisdictions
and public transit operators.
TDM: Transportation Demand Management, techniques to reduce the use of motor vehicles or
shift the use of vehicles to uncongested times of the day. TDM could include employersponsored
rideshare programs, or flexible working hours that enable people to commute to work
before or after rush hour, for example.
TE: Transportation Enhancement, a set-aside of STIP funds for use on projects that enhance the
quality of life, protect the environment, and provide an aesthetic, pleasant, and improved
interface between the transportation system for communities and people adjacent to
transportation facilities.
Title VI: Of the Civil Rights Act of 1964, prohibits discrimination on the basis of race, color,
income, and national origin in programs and activities receiving federal financial assistance. The
decision process by which projects are selected for inclusion into SACOG’s MTIP considers
Title VI requirements.
Unitrans: A public transit operators headquartered at UC Davis, running bus routes that connect
the UC campus to various Davis neighborhoods.
YCTD: Yolo County Transportation District, a public transit operator running bus routes in Yolo
County and neighboring areas.
