Mainland – Challenges and Opportunities 內地 – 挑戰與機遇 PRD Council The PRD Council (PRDC) opened the seventh liaison office in Jiangmen last April. In response to changes in the business environment during the past year, the PRDC provided services that catered to members’ needs through its seven liaison offices in Shenzhen, Dongguan, Guangzhou, Foshan, Zhongshan, Huizhou and Jiangmen. As severe snowstorms hit mainland China during the winter in January and February of 2008, a large number of workers from other provinces were stranded in Guangdong. The FHKI called upon its members to keep their employee dormitories open during the Chinese New Year holidays and ensure a safe and merry festival for their workers. The Council also helped arrange the distribution of biscuits among stranded workers. Supporting Hong Kong Industry in the PRD In the past year, a major focus of the FHKI’s work was on helping members operating in the PRD meet the challenges brought about by Mainland’s new processing trade regime, the implementation of the Labour Contract Law and Guangdong’s industrial upgrade envisioned in the province’s 11 th Five-Year Plan. During the year, the FHKI organised a series of seminars, forums and meetings to familiarise members with the requirements under the new policies and regulations, and to hear their views and concerns. These included the forum on the Catalogue of Restricted Commodities for Processing Trade (31 July 2007), briefings on the investment environment of Chenzhou and Ganzhou (held on 5 September 2007 and 18 February 2008 respectively), and seminar on the Labour Contract Law (14 January 2008). In March 2008, chairman Clement Chen represented the FHKI to sign a Memorandum on Closer Guangdong Customs/FHKI Cooperation with the Guangdong Customs, aiming to enhance communications between the FHKI and the Guangdong Customs and to improve operational efficiency. In reflecting members’ views and concerns to the Central, Guangdong and Hong Kong governments through submissions and meetings with senior officials, the FHKI cautioned strongly against hasty policy changes for fear that such changes might disrupt the production chain in the PRD and undermine its competitiveness as a major production base in China. The FHKI also asked the Central Government to make clear its long-term policy on the processing trade that will enable manufacturers prepare for any future policy changes. A number of the FHKI’s requests were met with a positive response by the Central Government. No further addition to the Catalogue of Restricted Commodities for Processing Trade has been made since July 2007. In addition, the Central Government allowed enterprises engaged in processing trade to use a bank guarantee, in lieu of cash, to settle the Customs Deposit when importing raw materials. As for the Labour Contract Law, our recommendation regarding the calculation of economic compensation payable to high income workers was accepted.
