Position on Constitutional Development
In response to the release of the Green Paper on Constitutional
Development in July, the subject committee chaired by Clement
Chen convened a series of meetings to formulate the FHKI’s
position. Upon the General Committee’s endorsement,
recommendations on the timetable and roadmap for implementing
universal suffrage for selecting the Chief Executive and for forming
the Legislative Council as well as the size and composition of the
Nominating Committee were submitted to the Government.

In the year, the FHKI also commented on other policy and
legislative issues. These included:
• Proposed environmental levy on plastic shopping bags;
• Future directions for the Employees Training Board;
• Review on administration of Internet domain names in Hong
Kong;
• Proposed amendments to the Trade Descriptions Ordinance
and its subsidiary legislation; and
• Mainland Judgements (Reciprocal Enforcement) Bill.
