Business Facilitation and Incubation Centre<br />
for SME Manufacturers in HK and Pan PRD to<br />
Enhance Environmental Excellence Project<br />
Funded by the SME Development Fund of Trade and Industry<br />
Department, the Business Facilitation and Incubation Centre was<br />
initiated in September 2006 by the FHKI. This is to help SME<br />
manufacturers build capacity to address upcoming environmental<br />
challenges in Hong Kong and the PRD and to transfer practical<br />
knowledge to the next generation of industrialists. The Project is<br />
implemented by the Business Environment Council, and backed by<br />
related manufacturing trade associations, academics, Government<br />
and professional bodies. Six specific industries are designated<br />
currently to be served under the Project where the One-stop<br />
Knowledge Database and technical helpline are available.<br />
Experience-sharing seminars and workshops were organised<br />
during April and June 2007 for the printed circuit board, food &<br />
beverage and printing & packaging industries. Industry participants<br />
learned about quick-to-market environmental information and<br />
technology as well as the latest environmental regulations. Also, a<br />
two-day Environmental Student Career Development Programme,<br />
featuring a factory visit, seminar and workshop, was held on 20 and<br />
27 February 20<strong>08</strong>. The Programme provided a useful platform for<br />
60 tertiary students to better understand the green culture and<br />
their career prospects in environmental conservation.<br />
Hong Kong Green Manufacturing Alliance<br />
In light of the growing concern of green manufacturing in industries,<br />
the FHKI co-founded the Hong Kong Green Manufacturing<br />
Alliance (HKGMA) with six other local trade and industry<br />
associations in December 2004 to assist manufacturers prepare for<br />
stringent environmental requirements of the global supply chain.<br />
The HKGMA encourages industrial innovation that can meet green<br />
compliant standards in manufacturing processes and products, and<br />
even go beyond the demands of global legislations and markets.<br />

The HKGMA was granted a Trade and Industry Department’<br />
s SME Development Fund to run the Achieving RoHS and WEEE<br />
Compliance through Green Manufacturing Project in 2005, with<br />
assistance from the project implementation agent, the Hong<br />
Kong Productivity Council (HKPC). During the period, a number<br />
of seminars and workshops on RoHS and WEEE directives were<br />
organised, featuring seasoned experts from overseas to share<br />
the latest development of the directives, and enhance industries<br />
understanding and awareness.<br />
Work on the two-year Supporting Industries to Achieve Readiness<br />
for European Union’s Regulation REACH project, funded by the<br />
Government and implemented by the Hong Kong Polytechnic<br />
University and HKPC with an aim to support industries preparing<br />
for REACH, commenced in June 2007. During the year, two<br />
seminars - The Implementation of Registration, Evaluation,<br />
Authorisation and Restriction of Chemicals (REACH) and Recent<br />
Developments in Product Safety Legislation and Enforcement<br />
(REACH & RoHS), were held on 2 August and 13 October 2007<br />
respectively. One workshop - The Compliance Requirements of<br />
Textile & Clothing Industry for REACH, was held on 17 January<br />
20<strong>08</strong> to further illustrate this aspect to the textile industry. Since<br />
the impacts of REACH on various industries have yet to be fully<br />
recognised, a set of leaflets was published to draw the attention of<br />
manufacturers and traders.<br />
Eco-Expo Asia 2007<br />
In October, the FHKI and Hong Kong Environmental Industry<br />
Association organised a Hong Kong Pavilion at Eco-Expo Asia 2007<br />
to showcase the efforts from Hong Kong businesses to develop<br />
and promote environmental industries. The FHKI also hosted a<br />
networking luncheon on the first day of the show with Edward Yau,<br />
Secretary for the Environment, as the guest-of-honour.<br />
