3. Reflecting Views on Industrial Relocation
In response to the Central Government’s industrial relocation
policy, the FHKI’s leadership participated in several study missions
to the interior provinces organised by the Government, and
briefed members in post-mission meetings on how they perceived
the investment environment in the cities they had visited. The
FHKI also wrote to the Central Government recommending
improvements in infrastructure, labour supply and investment
policies of the interior provinces, so as to enhance their investment
environment.
Member Services
In order to keep members informed of the latest policies, the PRDC
compiled 25 biweekly newsletters and issued 51 memos. The PRDC
invited government officials and experts as guest speakers, as part of
our information programme of Hot Topics Series, Business Salons,
seminars and forums. A total of 69 such activities were organised last
year to deepen members’ understanding of the latest regulations
and policies, including the Labour Contract Law, adjustment of
processing trade policy, taxation and customs regulations. To help
members cope with the complex and changing PRD investment
environment, the PRDC provided consultation services, and over
2,300 enquiries were received and answered via the enquiry hotline
while 196 business cases were handled last year.
The PRDC organised delegations to provincial and municipal
government bureaux to strengthen communications. On 6 June 2007,
a delegation visited the Provincial Inspection and Quarantine Bureau
and was briefed on the details of the REACH directive. Another
delegation visited the Provincial Labour and Social Security Bureau
on 17 December, where the participants discussed with officials
the controversial sections of the Labour Contract Law, including
the calculation of workers’ seniority, compensations to departing
workers and payment of social security. The Shenzhen Government
met with a PRDC delegation on 30 January 2008. The Labour
Contract Law, inspection of exports, taxation, supply of electricity
and environmental protection were discussed at the meeting.
On 14 December 2007, the FHKI, Hong Kong Productivity Council
and PRDC organised the Joint Evening Gathering for Hong Kong
Industrial and Commercial Circle in the PRD 2007 in Huizhou. The
Huizhou Municipal Government and Hong Kong Economic and
Trade Office in Guangdong acted as honourary organisations, and
a large number of Hong Kong trade and industrial organisations
supported the event. Over 700 guests from Hong Kong, Huizhou
and Guangdong Provincial Government attended the gathering
which enjoyed wide media coverage in Guangdong area.
