It is my pleasure to review the work of the FHKI during my first<br />

year as chairman. I have seen the FHKI build on past achievements<br />

as we continue to work with industries and governments to further<br />

advance Hong Kong’s economic development.<br />

2007-20<strong>08</strong> was a hectic year that kept us occupied on many<br />

fronts; it is not surprising that the frantic pace of development<br />

in the Mainland produced several changes which impacted on<br />

Hong Kong industries in one way or another. The FHKI had a full<br />

schedule consulting with industries and authorities on various<br />

events as they unfolded during the year.<br />

A few major items from the past 12 months immediately spring<br />

to mind, particularly those which undoubtedly have an effect on<br />

the foreseeable future. The Mainland passed numerous landmark<br />

legislations, with the new Labour Contract Law and Corporate<br />

Income Tax Law which have, comparatively speaking, immense<br />

impact on our industries.<br />

We have been very vocal in our consultations with both industries<br />

and Mainland authorities. We have paid particular attention to<br />

regarding the Labour Contract Law, which potentially restructures<br />

labour relations. Although we are glad to see that some of our<br />

recommendations concerning remuneration, were incorporated<br />

into the Law, our work is not finished and we shall continue to<br />

engage all stakeholders with updates and clarifications.<br />

Other developments redefining the way we do business include<br />

green manufacturing. Environmental concerns have been<br />

top priority for many years, and now with WEEE and RoHS,<br />

manufacturers have made solid steps towards greener production.<br />

In June last year, the REACH directive became effective, and in<br />

addition to other environmental regulations around the world, it<br />

is unmistakably clear that environmental regulatory regimes will<br />

increasingly govern how production and supply chains operate.<br />

In keeping with such momentous albeit gradual changes, our<br />

Hong Kong Green Manufacturing Alliance (HKGMA) continues to<br />

expand its scope updating members with the most relevant and<br />

latest developments. This is being achieved with more seminars,<br />

workshops, missions and exhibitions. Just recently in April, the<br />

HKGMA visited Brussels to meet with the European Commission<br />

and European Chemicals Agency to further understand REACH<br />

compliance.<br />
