Direct payments are not issued in response to an applicant’s<br />

request to “shop around for the best price”.<br />

C. Vendor Payment and Direct Payment<br />

A portion of the grant amount (25%) is issued to the applicant's<br />

home electricity vendor and the remainder to the applicant if the<br />

household pays home <strong>heating</strong> costs indirectly through rental<br />

payments, but pays directly for home electricity.<br />

D. Two-Party Payment (2P)<br />

A two-party payment is a check mailed to the applicant but made<br />

payable to both the applicant and a vendor or another person. A<br />

two-party payment is issued if the vendor is not listed in the HAS<br />

(does not have a signed HAP vendor agreement).<br />

1. Applicant and Vendor<br />

A two-party payment is issued to the applicant and the vendor<br />

if the specified vendor is not a participating vendor.<br />

2. Applicant and Another Adult in the Household<br />

A two-party payment is issued to the applicant and another<br />

adult in the household if there are two non-related adults in the<br />

household and:<br />

• heat is included in the rent, or<br />

• the household heats with wood or coal.<br />

The payment is made out to both adults to insure that they are<br />

both aware of the grant.<br />

3. Applicant and Landlord<br />

A two-party payment is issued to the applicant and the landlord<br />

only under special circumstances, as many applicants do not<br />

want their landlord to know that they have applied for<br />

<strong>assistance</strong>. Consequently, issuance of two-party checks may<br />

violate the applicant’s confidentiality. Two-party payments<br />

involving the landlord are only issued when two of the following<br />

conditions are met:<br />
