3003-8 INCOME GRID<br />
If a household member was self-employed during the prior 12 months, but<br />
is no longer self-employed, HAP will consider the prior 12-month income<br />
unless the self-employed person is now legally disabled.<br />
If a household member was seasonally employed during the prior 12<br />
months, but is no longer seasonally employed, HAP will consider the prior<br />
12-month income unless the seasonally employed person is now legally<br />
disabled.<br />
A household may have submitted incomplete income verification or be<br />
over income for the month of application, but eligible in the subsequent<br />
month. In such cases the household does not have to reapply. The same<br />
application is used for the determination of eligibility for the subsequent<br />
month.<br />
In some cases the application is signed months before it arrives at the<br />
HAP. In these cases eligibility is based upon income received during the<br />
month prior to the month the application was received in the HAP office.<br />
Request a new application if the original was received more than two<br />
months after the signature date.<br />
Income from all members in the household, including illegal aliens, is<br />
counted, except earned income from students under the age of 18, who<br />
are not the head of the household.<br />
All unearned income is counted, unless it is specifically listed in Section<br />
3003-2 of this <strong>manual</strong>, Non-Countable Income.<br />
If the household’s income in not clearly indicated on the application, and<br />
cannot be ascertained through the other information resources available to<br />
the HAP, the application should be pended for this information.<br />
If the household’s gross monthly income exceeds the maximum allowable,<br />
HAS flags the case as “OI” – Over Income, or “OS” – Over Seasonal or<br />
Self-Employment Income and a denial notice is issued.<br />
