3008 ISSUING BENEFITS &<br />
PAYMENTS<br />
3008-1 Time Frames for Assistance Payments<br />
The program begins awarding payments on November 1 of each<br />
year.<br />
Expedited eligibility determination and <strong>assistance</strong> payment awards<br />
begin on November 1 of each year and run through April 30 of the<br />
following calendar year.<br />
If a disaster occurs in an area where the household is located, the<br />
division may begin issuing <strong>heating</strong> <strong>assistance</strong> payments before<br />
November 1 if the governor has issued a disaster proclamation and<br />
the disaster has increased the need for <strong>heating</strong> <strong>assistance</strong> to the<br />
household.<br />
Payments for subsidized rental housing utility deposits (SRHUDs)<br />
are made throughout the year.<br />
3008-2 Use of HAP Payments<br />
A. A <strong>heating</strong> <strong>assistance</strong> payment can only be used for the<br />
purchase of:<br />
• Fuel oil, kerosene, propane, natural gas, electricity, wood,<br />
wood pellets, coal, or other petroleum products used for<br />
home <strong>heating</strong> and lighting needs;<br />
• Payment of incidental charges, including deposits, delivery<br />
charges, connection fees, and late-payment charges<br />
associated with their purchase or delivery;<br />
• Rental payments if the household pays home <strong>heating</strong> costs<br />
indirectly through rent;<br />
• A household may use a portion of their oil grant to purchase<br />
one bottle of propane for cooking or lights;<br />
• A household may use up to 25% of their <strong>heating</strong> grant to<br />
purchase gasoline if the household generates their own<br />
electricity; and<br />
