11. P. L. 100-242, Section 126(c)(5)(A), 11-6-87, The Housing and Community<br />

Development Act of 1987,<br />

Excludes most increases in the earned income of a family residing in<br />

certain housing while participating in HUD demonstration projects<br />

authorized by section 126. Demonstration projects were authorized by<br />

this law for Charlotte, North Carolina, and 10 additional locations. As of<br />

3/8/96 only the Charlotte project was operating. The others were frozen<br />

because it would cost too much money. The Charlotte project was<br />

named in the legislation and that is why it is operating.<br />

12. P. L. 100-383, section 105(f)(2), Wartime Relocation of Civilians, 8/10/88<br />

(the Civil Liberties Act of 1988).<br />

Payments to U. S. citizens of Japanese ancestry and permanent<br />

resident Japanese aliens or their survivors and Aleut residents of the<br />

Pribilof Islands and the Aleutian Islands West of Unimak Island are<br />

excluded from income and resources.<br />

All payments from the Agent Orange Settlement fund or any other fund<br />

established pursuant to the settlement in the Agent Orange product<br />

liability litigation are excluded from income and resources retroactive to<br />

January 1, 1989. The disabled veteran will receive yearly payments.<br />

Survivors of deceased disabled veterans will receive a lump-sum<br />
