3003-3 SEASONAL EMPLOYMENT<br />
A. Definition:<br />
Seasonal employment means employment with a regular work season of 11<br />
months or less that is compensated on a salary basis. Examples may include:<br />
construction, fish processing, fishing, logging, mining, trapping, fire fighting,<br />
school district, oil field, or tourism jobs.<br />
B. Verification:<br />
Acceptable verification includes a completed seasonal work statement, DOL<br />
BTWI screen, 1099 form, or final settlement statement.<br />
C. Budget:<br />
1. Heating Assistance prorates income from seasonal employment during<br />
the 12-month period before the date of signature on the completed<br />
application, over a 12-month period, to determine the household’s gross<br />
monthly income. To this amount the worker will add all additional income<br />
received in the prior month.<br />
2. Threshold Test<br />
Each season the HAP establishes a seasonal income threshold test. This<br />
approach increases the efficiency of eligibility determinations for very lowincome<br />
households. The threshold test is used to determine if a prior<br />
month figure can be used for very low-income households with seasonal<br />
income, rather than the 12-month computation. The threshold test amount<br />
is the maximum annual qualifying income for a one-person household,<br />
rounded down to the next lower thousand dollars.<br />
To apply the threshold test, the worker compares the gross income from<br />
the most recent available four consecutive employment quarters prior to<br />
the date of signature on the application, with the threshold test. If the<br />
annual gross income is less than the threshold test, the worker will<br />
compute the seasonal gross earned income using the lesser of either the<br />
prior calendar month or the averaged earned income amount. If only one<br />
of the above is available, the worker will use that information rather than<br />
