3003-5 E. THRESHOLD TEST<br />

Each season the HAP establishes a self-employment threshold test. This<br />

approach increases the efficiency of eligibility determinations for very lowincome<br />

households. The threshold test is used to determine if a prior<br />

month figure can be used for very low-income households with selfemployment<br />

income, rather than the 12-month computation. The<br />

threshold test amount is the maximum annual qualifying income for a<br />

one-person household, rounded down to the next lower thousand dollars.<br />

To apply the threshold test, the worker compares the gross amount of the<br />

self-employment venture (before expenses) with the threshold test. If the<br />

total annual gross self-employment income is less than the threshold test,<br />

the worker will compute net self-employment income using the prior<br />

calendar month or an average. The threshold test method will not be<br />

used if it results in an over income denial. The previous 12-month<br />

income average will be used to determine eligibility in this situation.<br />

3003-6 MILITARY PAY<br />

Members of the military receive their wages through the Leave and<br />

Earnings Statement (LES). This statement reflects a military person’s<br />

monthly payments and allowances, tax deductions, and other allotments<br />

that are deducted from their gross pay. Please see Addendum D for a<br />

detailed list of LES Entitlement, Deduction and Allotment definitions and<br />

instructions on how to count each in the military household’s benefit<br />

determination.<br />

How the resources, income, and deductions of military personnel affect the<br />

household’s benefits depends on:<br />

• The military person’s location,<br />

• The military person’s deployment status, and<br />

• Program <strong>policy</strong>.<br />

household composition.<br />
