3005 EXPEDITE CASES<br />
3005-1 EXPEDITED APPLICATIONS<br />
Expedited service is provided to households facing immediate<br />
service termination, or who are without heat providing the<br />
household meets the eligibility criteria. Expedited service results in<br />
a promise of payment (pledge to vendor) to remedy the <strong>heating</strong><br />
emergency.<br />
3005-1 A. Criteria for Expedited Processing<br />
Expedited service is provided to a household only if all of the<br />
following expedited service criteria are met:<br />
• the applicant has requested expedited service;<br />
• the household’s gross income is less than their shelter cost.<br />
Shelter cost means:<br />
1. the sum of the household’s regular monthly rent or<br />
mortgage obligation for the shelter it currently occupies,<br />

Note:<br />
If there is a business operating out of the home and a portion of the<br />
costs are allowed as a business expense, that portion of their<br />
mortgage is not allowed as a shelter cost. See Section 3003-4C for<br />
further clarification.<br />
Any subsidies directly paid to a landlord or utility company are not<br />
allowed shelter costs. See Section 3003-2, #7 for further<br />
clarification.<br />

the response to item #31 is used, up to a maximum of<br />
$500 for oil or propane heat; $300.00 for wood or coal<br />
