3004 DETERMINING ELIGIBILITY<br />
AND BENEFIT LEVEL<br />
3004-1 ELIGIBILITY DETERMINATION TIMEFRAMES<br />
A. Order Received<br />
An application for <strong>heating</strong> <strong>assistance</strong> is processed in the order in<br />
which it is received, unless it meets the expedited processing<br />
requirement or is for a Subsidized Rental Housing Utility Deposit<br />
(SRHUD). Preference is also given to applications that contain an<br />
elderly or disabled member of the household when working<br />
applications from each specific application date.<br />
B. One Award Per Season<br />
Only one <strong>heating</strong> <strong>assistance</strong> grant is awarded per household for<br />
applications received during the period that begins September 1<br />
and ends April 30 of each year.<br />
If funding remains at the end of the season, a supplement will be<br />
issued to each household receiving benefits before the end of the<br />
fiscal year.<br />
C. Processing Time Frames<br />
Heating Assistance<br />
The HAP will make an eligibility determination and mail the “Notice<br />
of Action” to the applicant as soon as possible, but no later than 45<br />
calendar days after the completed application is received by the<br />
HAP office in Juneau.<br />
Expedited Heating Assistance<br />
An applicant qualifying for an expedited eligibility determination will<br />
have the eligibility determination completed and <strong>assistance</strong><br />
awarded within 18 business hours after receipt of a completed<br />
application in the HAP office in Juneau.<br />
Subsidized Rental Housing Utility Deposit (SRHUD)<br />
The HAP will make an eligibility determination and will authorize<br />
SRHUD <strong>assistance</strong> to an eligible applicant as soon as possible, but<br />
no later than 10 days after receipt of the completed application in<br />
the HAP office in Juneau. If the household’s income is not clearly<br />
indicated in the application, and cannot be ascertained through the<br />
