If the requested information is received within 15 days after the denial date,<br />

the application can be processed using the original application date. If the<br />

information is received more than 15 days after the denial date, the<br />

applicant will be required to reapply.<br />

Note:<br />

When the deadline for processing an application or providing<br />

verification does not fall on a workday, it will be extended to the next<br />

workday.<br />

3001-5 G. REASONS FOR DENYING AN APPLICATION<br />

The following is a list of reasons why a <strong>heating</strong> <strong>assistance</strong> application will<br />

be denied:<br />

1. Over Income/Over Seasonal Income: A household with income that<br />

exceeds 225 percent of poverty, as computed in the Heating Assistance<br />

Procedures Manual, Sections 6.9 and 13 is ineligible for <strong>heating</strong><br />

<strong>assistance</strong>.<br />

• If the household income was based on the prior calendar month, the<br />

application is denied as “OI” – Over Income.<br />

• If the household income was based on an average of the prior 12-<br />

month period, the application is denied as “OS” – Over Seasonal/Self-<br />

Employed.<br />

2. Limited Heating Points: The household’s gross income, household<br />

size, dwelling size, and estimated annual <strong>heating</strong> costs, using<br />

community <strong>heating</strong> points, are used to compute the household’s<br />

estimated home <strong>heating</strong> burden, expressed as a point value. An<br />

applicant whose household <strong>heating</strong> cost points are calculated to be less<br />

than 2.0 is ineligible for <strong>heating</strong> <strong>assistance</strong>. These applications are<br />

denied as “LP” – Limited Heating Points. Please see the Heating<br />

Assistance Procedures Manual, Section 13 for computation.<br />

3. Previously Served –Already Awarded Heating Assistance This Season:<br />

The HAP awards only one <strong>heating</strong> <strong>assistance</strong> grant per household<br />

during the program’s season. Applications from households in the<br />

following situations are denied as “PS” – Previously Served.<br />
