Personnel Support<br />
Personnel recovery (PR) is the sum of military,<br />
diplomatic, and civil efforts to prepare for and execute the<br />
recovery and reintegration of isolated personnel. PR may<br />
occur through three options (diplomatic, civil, or military)<br />
or through any combination of these options. In<br />
multinational operations, PR does not include<br />
noncombatant evacuation operations (NEOs), peacetime<br />
search and rescue, or salvage operations.<br />
Host-nation support (HNS) will often be critical to the<br />
success of a multinational operation. In general,<br />
centralized coordination of HNS planning and execution<br />
will help ensure that HNS resources are allocated most<br />
effectively to support the MNF’s priorities. To assist the<br />
MNFC in HNS coordination activities, an HNS<br />
coordination cell may be established.<br />
The medical assets committed in support of multinational<br />
operations consist of health service delivery and force<br />
health protection capabilities that span the OE from point<br />
of injury/illness to the appropriate role of care. To qualify<br />
to participate in the MNF (and for subsequent<br />
multinational resourced medical treatment, patient<br />
movement, and personal disability compensation),<br />
national contingents and individuals allocated or<br />
contracted to multinational operations must meet the basic<br />
standards of individual health and physical fitness laid<br />
down by the surgeon and/or the staff chief medical officer.<br />
NEOs are principally conducted by US forces to evacuate<br />
US citizens, but they may be expanded to include citizens<br />
from the HN as well as citizens from other countries. In<br />
planning for a NEO, the chief of mission, GCC, and JFC<br />
may consider the possibility of operating with MNFs.<br />
However, the approval for US participation in a<br />
multinational NEO will come only from the US President.<br />
Personnel support for multinational operations remains a<br />
national responsibility; however, combatant commanders<br />
and subordinate JFCs operating as part of an MNF should<br />
establish a SOFA, memorandum of agreement, and/or<br />
memorandum of understanding regarding personnel<br />
support between members of any alliance and/or coalition<br />
prior to the onset of operations that clearly define JFC<br />
