enhance the capabilities and capacities of a partner nation (or regional security organization)<br />
by providing training, equipment, advice, and assistance to those FSF organized under the<br />
national ministry of defense (or equivalent regional military or paramilitary forces), while<br />
other USG departments and agencies focus on those forces assigned to other ministries (or<br />
their equivalents) such as interior, justice, or intelligence services.<br />
d. Successful SFA operations require planning and execution consistent with the<br />
following imperatives:<br />
(1) Understand the Operational Environment (OE). This includes an awareness<br />
of the relationships between the stakeholders within the unified action framework, the HN<br />
population, and threats.<br />
(2) Provide Effective Leadership. Both MNF and HN leadership must fully<br />
comprehend the OE and be prepared, engaged, and supportive in order for the SFA effort to<br />
succeed.<br />
(3) Build Legitimacy. The ultimate goal of SFA is to develop security forces that<br />
contribute to the legitimate governance of the HN population.<br />
(4) Manage <strong>Information</strong>. This encompasses the collection, preparation, analysis,<br />
management, application, and dissemination of information.<br />
(5) Ensure Unity of Effort/Unity of Purpose. The command relationships must<br />
be clearly delineated and understood. Supported and supporting relationships will change<br />
over time. Achieving national strategic objectives requires the effective and efficient use of<br />
diplomatic, informational, military, and economic instruments of national power supported<br />
by interorganizational coordination. A whole-of-government approach integrates the<br />
collaborative efforts of the departments and agencies of the USG to achieve unity of effort.<br />
(6) Sustain the Effort. This includes two major efforts: the ability of the US/MNF<br />
to sustain the SFA effort throughout the campaign, and the ability of the HN security forces<br />
to ultimately sustain their operations independently.<br />

6. Rationalization, Standardization, and Interoperability<br />
a. International rationalization, standardization, and interoperability (RSI) with friendly<br />
nations is important for achieving practical cooperation; efficient use of research,<br />
development, procurement, support, and production resources; and effective multinational<br />
capability without sacrificing US capabilities.<br />
b. RSI should be directed at providing capabilities for MNFs to:<br />
(1) Efficiently integrate and synchronize operations using common or compatible<br />
doctrine.<br />
