satisfied by either bilateral or multilateral support agreements (formal or informal) prior to<br />
the deployment of forces to the OA. This process relies heavily upon detailed coordination<br />
between national leadership, prospective forces, and the MNFC. The degree of involvement<br />
of each participant is likely to be primarily a political decision and commanders at all levels<br />
must be cognizant of national mandates placed on individual units.<br />
d. Preparation. In addition to planning and preparing for contingency operations in a<br />
multinational environment, CCDRs are responsible to pursue national strategic end states as<br />
they develop their theater or functional strategies. This translates into an integrated set of<br />
shaping actions and activities by means of an operation or campaign plan.<br />
(1) SC activities are long-term and designed to promote an acceptable state of<br />
peace and security in a country or region and preclude or mitigate crises by mobilizing<br />
cooperation and building relationships to enhance an HN’s or region’s security. A<br />
multinational operation can be designed to support a CCMD’s operation or campaign plan,<br />
or a contingency operation.<br />
(2) SC activities are undertaken well in advance of any crisis-precipitating event.<br />
The military contribution to these efforts focuses on mobilizing cooperation and building and<br />
sustaining relationships to enhance regional security.<br />
(3) A representative listing of SC activities might include:<br />
(a) Provide training, education, and equipment to build the capacity and<br />
capability of partner nations and organizations;<br />
