Planning and Execution Considerations<br />

<strong>Multinational</strong> Force Land Component Commander<br />

Notional Responsibilities<br />

• Advise the multinational force commander (MNFC) on the proper employment of<br />

forces made available for tasking.<br />

• Develop the joint land operation plan/operation order in support of the MNFC’s<br />

concept of operations and optimizing the operations of task-organized land forces.<br />

The multinational force land component commander (MNFLCC) issues planning<br />

guidance to all subordinate and supporting elements and analyzes proposed<br />

courses of action. The intent is to concentrate combat power at critical times and<br />

places to accomplish strategic, operational, and tactical goals.<br />

• Direct the execution of land operations as specified by the MNFC, which includes<br />

making timely adjustments to the tasking of forces and capabilities made available.<br />

The MNFLCC coordinates changes with affected component commanders as<br />

appropriate.<br />

• Coordinate the planning and execution of joint land operations with the other<br />

components and supporting agencies.<br />

• Evaluate the results of land operations to include the effectiveness of interdiction<br />

operations and forwarding these results to the MNFC to support the combat<br />

assessment effort.<br />

• Synchronize and integrate movement and maneuver, fires, and interdiction in<br />

support of land operations.<br />

• Designate the target priorities, effects, and timing for joint land operations.<br />

Establish a personnel recovery (PR) coordination cell (PRCC) to coordinate all<br />

component PR activities, including coordination with the joint personnel recovery<br />

center (<strong>JP</strong>RC) and other component PRCCs. Be prepared to establish a <strong>JP</strong>RC if<br />

directed or if designated as the joint force supported commander for PR.<br />

• Provide mutual support to other components by conducting operations such as<br />

suppression of enemy air defenses and suppression of threats to maritime<br />

operations.<br />

• Coordinate with other nations’ functional and Service components in support of<br />

accomplishment of MNFC objectives.<br />

• Provide an assistant or deputy to the area air defense commander for land-based<br />

joint theater air and missile defense operations and coordination as determined by<br />

the MNFC.<br />

• Support the MNFC’s information operations (IO) by developing the IO requirements<br />

that support land operations and synchronizing the land force IO assets when<br />

directed, to include cyberspace requirements.<br />

• Establish standing operating procedures and other directives based on MNFC<br />

guidance.<br />

• Provide inputs into the MNFC-approved joint operational area air defense plan<br />

and the airspace control plan.<br />

• Integrate the MNFLCC’s communications systems and resources into the theater’s<br />

networked communications system architecture or common operational picture to<br />

synchronize MNFLCC’s critical voice and data requirements. These<br />

communications systems requirements, coordination issues, and capabilities<br />

should be considered in the joint planning and execution process.<br />
