New Zealand Qualifications Authority (NZQA)
NZQA is a crown entity that:

Maintains the New Zealand Qualifications Framework (NZQF) where all nonuniversity
qualifications are held.
Registers all non-university Certificates and Diplomas onto the NZQF.
Issues National Student Numbers (NSN) to learners who enrol into a programme
that leads to NZQF credits. The learner is registered for a Record of
Achievement (ROA), and given a unique learner identification (NSN).
Maintains a ROA for each NSN. This records the progress of each learner
through their completion (award) of unit standards and national qualifications.
Issues qualifications to people who have successfully completed their training
and assessment.
Evaluates and compares overseas qualifications to NZ qualifications for
immigrants. This also includes working with other governments to achieve
international recognition of NZ qualifications.
Administers the secondary school qualifications (NCEA).
Oversees quality assurance of industry and tertiary training.
Tertiary Education Commission (TEC)
The TEC is a government body that works with NZQA. They:

Allocate industry coverage to Standard Setting Bodies (SSBs), including ITOs
such as Competenz.
Approve and administer the distribution of government funds to education
organisations, including ITOs.
Modern Apprenticeship Coordinators
This is a third party role. A coordinator is someone who will help people interested in the
Modern Apprenticeship Programme to get started and help them along the way.
Coordinators are not employers, and are located regionally throughout New Zealand.
A modern apprenticeships coordinator can help employers to:

Find a modern apprentice.
Develop a suitable training plan.
Liaise with ITOs to register training agreements.
Review the modern apprentice‟s progress.
