On December 15, the Judiciary Committee began a process of debating and voting on amendments to the Amendment in the Nature of a Substitute. A vote on the Amendment in the Nature of a Substitute would not occur until the Committee had considered and voted on all of the “perfecting” amendments to the Substitute. All the amendments that have been considered and that would be considered when the markup resumed were to this text, and not to the bill as originally introduced.
