on the Amendment in the Nature of a Substitute would not occur until the Committee had considered and voted<br />

on all of the “perfecting” amendments to the Substitute. All the amendments that have been considered and that<br />

would be considered when the markup resumed were to this text, and not to the bill as originally introduced. The<br />

Manager’s Amendment therefore has effectively replaced the bill as introduced.<br />
